Vermont Health Connect is a way to choose a health plan that fits your needs and your budget. Both private and public plans are available and we have all the information you need to find the plan that's right for you – all in one place.
All of the plans offered through Vermont Health Connect offer the same quality benefits like doctor visits, hospital stays, preventive care, and prescription coverage – so there's no guesswork about what's covered. Depending on how much you earn, you might qualify for a low-cost or free health plan. Or you may get financial help to lower your monthly premium costs or what you pay when you go to the doctor.

Vermont Health Connect is administered by the Department of Vermont Health Access, part of the State of Vermont's Agency of Human Services.
Why Vermont Health Connect?
For decades, Vermont has been a pioneer in health reform – working to make quality health care accessible to all Vermonters. In 1989, we created Dr. Dynasaur and now have one of the highest rates of coverage for children, teens, and pregnant people in the country. In 2006, we created Catamount Health and Vermont Health Access Program (VHAP), making comprehensive, affordable health coverage accessible to thousands of Vermonters.
When the federal health care law known as the Affordable Care Act (or ACA) was passed in 2010, each state was given the choice of building its own health insurance marketplace, or “exchange,” or letting the federal government build one for it. In order to protect our unique health reforms, Vermont opted to build our own. That's why we say Vermont Health Connect is “for Vermonters, by Vermonters.”
Vermont Health Connect is one more step toward access to comprehensive health coverage for all Vermonters.
Who can use Vermont Health Connect?
Individuals, families and small businesses in Vermont benefit from Vermont Health Connect health plans. During the first open enrollment period, this included tens of thousands of Vermonters who:
Did not previously have health insurance;
Previously purchased insurance for themselves (not through their job);
Had Medicaid or Dr. Dynasaur;
Previously had Catamount or Vermont Health Access Program;
Were offered “unaffordable” coverage by their employers;
Worked for small businesses that directly enrolled with insurance carriers into Vermont Health Connect health plans.
After the end of the Open Enrollment, Vermont Health Connect continues to be used by Vermonters who are eligible for Medicaid and Dr. Dynasaur and those who have had “qualifying events” that impact their need for health insurance.
