What is Vermont Health Connect?
Vermont Health Connect is a way to choose a health plan that fits your needs and your budget. Both private and public plans are available.
All of the plans offered through Vermont Health Connect offer the same quality benefits — including doctor visits, hospital stays, preventive care, and prescription coverage. Depending on how much you earn, you might qualify for a low-cost or free health plan — such as Medicaid or Dr. Dynasaur. Or, you may get financial help to lower the cost of a qualified health plan.
Vermont Health Connect is administered by the Department of Vermont Health Access, part of the State of Vermont's Agency of Human Services.
Why Vermont Health Connect?
For decades, Vermont has been a pioneer in health reform — working to make quality health care accessible to all Vermonters. In 1989, we created Dr. Dynasaur and now have one of the highest rates of coverage for children, teens, and pregnant people in the country. In 2006, we created Catamount Health and Vermont Health Access Program (VHAP), making comprehensive, affordable health coverage accessible to thousands of Vermonters.
When the federal health care law, known as the Affordable Care Act (or ACA), was passed in 2010, each state was given the choice of building its own health insurance marketplace, or “exchange,” or letting the federal government build one for it. In order to protect our unique health reforms, Vermont opted to build our own. That's why we say Vermont Health Connect is “for Vermonters, by Vermonters.”
Who Can Use Vermont Health Connect?
Individuals, families and small businesses in Vermont benefit from Vermont Health Connect health plans. This includes Vermonters who:
• Are without health insurance
• Purchase insurance for themselves
• Qualify for Medicaid or Dr. Dynasaur, whether or not they are also offered insurance from a job
• Are offered “unaffordable” coverage by their employers
When Can I Enroll in Vermont Health Connect?
You must enroll in a qualified health plan during an enrollment period. However, Medicaid and Dr. Dynasaur have year-round enrollment. Vermonters who are eligible for these programs may enroll at any time.
Open Enrollment: This is the time each year when any Vermonter can enroll in a qualified health plan through Vermont Health Connect. Open Enrollment typically starts November 1 and lasts for about six weeks. If you’re already enrolled in coverage through Vermont Health Connect, Open Enrollment is the time when you can change plans.
Special Enrollment Period: A Special Enrollment Period lets Vermonters enroll in coverage outside of Open Enrollment if they’ve had a qualifying event.
