Important Message: To get health insurance, you must sign up during an enrollment period. Vermont Health Connect’s Open Enrollment usually starts November 1 and ends December 15. Any Vermonter can sign up for a qualified health plan during Open Enrollment. At other times, you can get a 60-day Special Enrollment Period if you have a major life event, such as losing your health insurance. Vermonters who are eligible for Medicaid can enroll at any time.
When can I enroll in a health plan through Vermont Health Connect?
It’s important to understand that you can only enroll in a qualified health plan (QHP) during an enrollment period. However, Medicaid and Dr. Dynasaur are different from QHPs and have year-round enrollment. Vermonters who are eligible for these programs may enroll at any time.
Open Enrollment: This is the time each year when any Vermonter can enroll in a QHP through Vermont Health Connect. Open Enrollment typically starts November 1 and lasts for about six weeks. If you’re already enrolled in coverage through Vermont Health Connect, Open Enrollment is the time when you can change plans.
Special Enrollment Period: A Special Enrollment Period allows Vermonters to enroll in coverage outside of Open Enrollment if they’ve had a qualifying event. Qualifying events include changes to your income and household size. For a complete list of qualifying events, click here.

How can I apply for coverage?
The easiest way to apply is through our self-service online portal. You can also apply over the phone by calling our toll-free Customer Support Center at 855-899-9600, or get in-person help through a certified assister or registered broker. Paper applications are also available but require more time to process.
If I voluntarily drop my COBRA coverage outside open enrollment, will I qualify for a special enrollment period?
No. If you voluntarily drop your COBRA coverage before it expires, you will not qualify for a special enrollment period through Vermont Health Connect. That means you may not be eligible to enroll in a Vermont Health Connect plan until Open Enrollment (typically in the fall) unless you experience a qualifying event.
COBRA coverage lasts for 18 months, at which time it will expire. When your COBRA coverage expires at the end of 18 months, you will be eligible for a 60-day special enrollment period and can enroll in coverage with Vermont Health Connect.
