Modified Adjusted Gross Income (MAGI) relative to the 2015 Federal Poverty Level (FPL) is used to determine eligibility for 2016 Advance Premium Tax Credits (APTC), Vermont Premium Assistance (VPA), and cost-sharing reductions (CSR). MAGI relative to 2015 FPL will be used to determine eligibility for Medicaid and Dr. Dynasaur until April 2016 when 2016 FPL will be adopted.

Steps to Determine Applicable Percentage for APTC/VPA 2016
Note: Round to the nearest one-hundredth of a percent (two decimal places out).
To find the 2016 Applicable Percentage with Vermont Premium Assistance
Step 1: Use 2015 FPL to take the Applicable FPL for a given household
Ex: $50,925 for a tax household of four is 210% of 2015 FPL (100% = $24,250 for household of four)
Step 2: Take the Applicable FPL and subtract the Initial FPL (from chart below)
Ex: 210-200=10
Step 3: Then, find the difference between the Initial FPL and the Final FPL for the range that the applicable FPL falls into:
Ex: 250-200=50
Step 4: Take the total from Step 2 and divide it by the total in Step 3.
Ex: 10/50= .20
Step 5: Find the difference between the Vermont and Federal Initial Percentage and Vermont and Federal Final Percentage in the applicable range.
Ex: 6.68 -4.91=1.77
Step 6: Multiply the amount in Step 4 by the amount in Step 5.
Ex: .20 x 1.77 = .354
Step 7: Add the total of step 7 to the Vermont and Federal Initial Percentage in the Applicable FPL’s range.
Ex: .354 + 4.91 = 5.26%
