Medicaid and Dr. Dynasaur

Medicaid provides health coverage to many Vermonters—including those with low incomes, children, pregnant women, elderly adults and people with disabilities. Medicaid is run through a partnership between state and federal governments. After the Affordable Care Act was passed in 2010, Vermont expanded its Medicaid programs to cover more people. 

There are different types of Medicaid. Eligible Vermonters can enroll in Medicaid at any time of the year. How to apply?

Medicaid for Children and Adults (MCA)

Medicaid for Children & Adults (MCA) includes the Dr. Dynasaur program. These programs are run by Vermont Health Connect, and offer free, or low-cost, health coverage for eligible Vermonters. Eligibility for this program is based on family size and household income. You may be eligible if you:

Dr. Dynasaur (for pregnant people and people under 19 years old)

You may be eligible for Dr. Dynasaur (Medicaid for pregnant persons and children) if you are:

  • A child under the age of 19 with household income below 312% FPL; or
  • Pregnant with income below 208% FPL

Dr. Dynasaur is free for pregnant people who meet the rules. Vermont now also offers free coverage for 12 months after the pregnancy ends. This improves access to health care services and continued care after a pregnancy ends.

During this 12-month period, people only lose coverage for a few reasons. These reasons include moving out of Vermont. It also includes not returning required proof of citizenship or immigration status.

The cost of Dr. Dynasaur for children depends on household income and family size. For children under 19, the monthly cost may be up to $60 per household. *Dr. Dynasaur monthly premiums are suspended indefinitely. The payment link on the VHC portal page has been removed.

Medicaid for Former Foster Care Youth

Medicaid for Former Foster Care Youth is free. It does not matter how much income you have. You may be able to get Medicaid IF you:

  • Are a young adult under age 26 AND
  • Aged out of foster care in Vermont or another state.

    Medicaid for the Aged, Blind and Disabled (MABD)

    Medicaid for the Aged, Blind, and Disabled (MABD) is free health coverage for individuals who are:

    • Age 65 or older
    • Disabled; and/or
    • Blind
